Excerpt: [Classified news for June–Nov. 2002: (Real Brief)] BUSH VILIFIES HUSSEIN: Convinced that Iraq’s oil wealth and yen for nukes make for a unique threat, President George Bush says that U.S. policy now includes the option of “pre-emptive action [against adversaries] when necessary”, a major shift (6/1). But Bush lobbies world leaders for support anyway in his campaign against Iraqi strongman Saddam Hussein, culminating in a call for decisive action by the U.N. (9/12). Two months later the U.N. Security Council votes 15–0 for a new resolution that will send its arms inspectors to Iraq for the first time since 1998 (11/8). . . .
