But Bush lobbies world leaders for support anyway in his campaign against Iraqi strongman Saddam Hussein, culminating in a call for decisive action by the U.N. (9/12). Two months later the U.N. Security Council votes 15–0 for a new resolution that will send its arms inspectors to Iraq for the first time since 1998 (11/8). . . .
